Its a seasonal mobile bike clinic at the farmers market by volunteers for people who want to learn how to work on their own bikes. Donation based, similar to pay what you can, umbrella 501c3 mostly at other locations, so maybe 2-3 stands instead of 5 (think rings in a circus)... Lead mechanic / host like a maitre d helps assign a volunteer to help you do your own repairs/start learning. Have common bike tools to use, you bring parts (chain, cables, brake pads, derailleurs, reflectors, lights, water bottle cage, rack, basket, etc) and/or supplies (tubes, tires, cables, cable housing, rags) and see what you can learn to do yourself, with varying degrees of help. Classes for volunteers, orientation to Coop like environment, like not take tools from student like learner, safe space, DIY culture, etc ... Some millennials bias, but closer to peer than GearinUp (generally open brick and mortar closest thing nearby say for used parts)... FYI/full disclosure: volunteered with TBH, and most similar in the region...
