I like the place but only problem is they only sell to license nails people

I just wanted to buy the DND gel polish and they did not let me, online I can get it without a license, either way I know this person that is not licensed and they let her buy there! and I got proof They said maybe she was just lucky that that day they didn’t ask her for license but she hasn’t just gone one time she has gone several times so how do they adress that? If they are have rules they should apply it to EVERYONE not just targeted people.
