Why if I setup the layout and use my own for copies do I get copy fee of $4.6[ and $5?

I visit here almost exclusively to use the copy and print service station. Have never had problems, staff is friendly and helpful, and its fairly cheap to print here at 15 cents per printed page (I print labels, so it may be more for larger pieces).
